Why It Was Necessary

• Keeps the Go coverage tooling up to date with the latest patch release for bug fixes and improvements
• Ensures vulnerability scanning uses the latest Go version (1.26.2) which includes security patches and stability improvements
• Maintains consistency with current Go ecosystem best practices

Testing Performed

• Verify that CI coverage jobs run successfully with Go coverage tool v1.3.8
• Confirm govulncheck executes properly with Go version 1.26.2
• Validate that no breaking changes were introduced in either version update
